  PART1.  Retiree pension

  Adjusted pension for enterprise retirees

  According to national requirements, since January 1, 2021, the city has continued to adjust the basic pension for retirees of enterprises, institutions and institutions (including those who have retired and retired). This is the 29th time that the city has increased the pension for enterprise retirees, and it is also the sixth time since 2016 that the pensions for retirees of enterprises, institutions and institutions have been adjusted simultaneously.

  This year’s adjustment will continue to be carried out in accordance with the combination of quota adjustment, linked adjustment and appropriate inclination, and continue to maintain the adjustment method of increasing inclination to retirees with early retirement time, continuous service and long payment period, so that they can enjoy the fruits of social development more.

  This adjustment is aimed at retirees who have gone through retirement formalities before December 31, 2020 (inclusive). It is estimated that 3.1 million retirees from enterprises, institutions and institutions will be benefited, and pensions will be reissued from January this year, among which enterprise retirees will receive reissued pensions on June 15.

  The specific adjustment measures are as follows

  1. Adjust the basic pension by quota.

  For each retiree, 50 yuan will be increased each month.  

  2. Adjust the basic pension by linking.

  (a) linked to the payment period

  In 2021, we will continue to implement the method of generally increasing the basic pension linked to the payment period. Among them, for retirees who have paid for 10 years or more, the 3 yuan will be increased every month for every 1 year; For the remaining months less than the whole year, the monthly increase is 0.25 yuan. If the payment period is less than 10 years (excluding retirees who transfer from land acquisition to work), the 30 yuan will be increased per person per month; Retirees whose payment period is less than 15 years will receive an increase of 45 yuan per person per month.

  (2) Linked to the pension level.

  According to the monthly basic pension level of retirees before the end of 2020, the per capita disposable income level of residents in this city in 2020 (5786 yuan) is used as the baseline to divide into two grades, and each person with more than 5786 yuan will increase 20 yuan per month, and each person with less than 5786 yuan will increase 55 yuan per month. By adopting a high-profile approach for the low-paid and a low-profile approach for the high-paid, it is guaranteed that those with low treatment levels can appropriately increase their basic pensions.

  At the same time, in order to give consideration to fairness, for a small number of retirees whose pension level is less than 5,841 yuan after adjustment, the difference will be made up (only for retirees whose pension level is more than 5,786 yuan before adjustment).

  3. Appropriate tilt to senior retirees.

  For retirees who retire early and are older, in order to further improve their basic living standards, since 2007, the city has been moderately inclined to senior retirees when adjusting the basic pension for enterprise retirees. In 2021, we will continue to adhere to this practice, and for senior retirees who have reached the age of 65 or above before December 31, 2020, after adjusting according to the above measures, we will once again enjoy the four-level preferential policy from 40 yuan to 70 yuan. That is, retirees aged 65 to 69 will increase their 40 yuan every month; 70 to 74 years old, each person will increase 50 yuan every month; Each person aged 75 to 79 will add 60 yuan every month; 70 yuan will be increased every month for each person over 80 years old.

  On this basis, for retirees over 65 who have paid for 30 years, the 5 yuan will be increased every month, so as to reflect the further preference for retirees with early retirement time, continuous service and long payment period.

  4. Two special adjustment methods

  First, continue to adjust the retirement benefits of old workers who participated in revolutionary work before the founding of the people’s Republic of China.At present, the old workers who participated in the revolutionary work before the founding of enterprises in this city are generally over 80 years old, and the state stipulates that they can enjoy 100% retirement benefits. This adjustment will still be made according to the previous year’s method, that is, those who participated in the revolutionary work from July 7, 1937 to September 2, 1945 will receive an increase of 355 yuan per person per month; Those who took part in revolutionary work from September 3, 1945 to September 30, 1949 received an increase of 325 yuan per person per month. On the basis of the adjustment of the above two standards, they also enjoy the preferential policy for senior retirees, and the total adjustment will generally increase by 395 to 425 yuan/month.

  The second is to ensure that the retired military cadres and former industrial and commercial workers are not lower than the average level of pensions in the city after adjustment.After the basic pension is increased according to the quota, linked to the payment period and linked to the pension level, if the basic pension of enterprise retired demobilized cadres and former industrial and commercial workers is lower than the adjusted average pension level of enterprise retirees in the city, it will be replenished to the average level. At the same time, senior retirees who have reached the age of 65 or above before December 31, 2020 (inclusive) also enjoy the preferential policy for senior retirees.

  Personnel who retire before December 31, 2020 (inclusive) of the municipal organs and institutions will also be adjusted according to the above-mentioned methods and adjustment standards of combining quota adjustment, hook adjustment and appropriate tilt, and will be paid in place before the end of June.

  PART2. Basic pension and welfare pension

  Basic pension and welfare pension benefits

  Increase 30 yuan per person per month.

  In order to further protect and improve people’s livelihood and gradually improve the level of old-age security for urban and rural residents, combined with the economic development of this city, this city will adjust the basic pension of basic old-age insurance for urban and rural residents and the standard of old-age security welfare pension from January 1, 2021.

  For those who have received the basic old-age insurance for urban and rural residents and enjoyed the old-age security welfare pension before December 31, 2020, the 30 yuan will be increased per person per month since January 1, 2021. 

  From January 1, 2021, new people will receive basic old-age insurance benefits for urban and rural residents. The basic pension standard is 850 yuan per person per month; The old-age security welfare pension standard is 765 yuan per person per month. 

  Up to now, the city has adjusted the standard of old-age security for urban and rural residents 13 times in 11 consecutive years. In 2021, the average number of people enjoying basic pensions in the city was 588,100, and the average number of people enjoying welfare pensions was 337,800. This policy benefited 925,900 people.

  PART3. industrial injury insurance treatment

  Continue to adjust the disability allowance for work-related injuries

  And pension benefits for dependent relatives.

  According to the Regulations of the State Council on Work-related Injury Insurance and relevant regulations, since 2001, the regular treatment of work-related injury insurance for work-related injuries and dependents of workers and deceased persons has been adjusted year by year. In 2021, the city will continue to adjust the regular treatment of industrial injury insurance, as follows:

  Adjust the scopeThe scope of this adjustment is the injured workers (excluding retirees receiving basic pensions) who enjoy disability allowance before December 31, 2020 (inclusive), and the dependent relatives of workers and deceased people who enjoy the pension for dependent relatives.

  Adjust the disability allowance for people with work-related injuries from Grade I to Grade IV.According to the level of disability, the monthly increase for each person is: first-degree disability 440 yuan, second-degree disability 405 yuan, third-degree disability 370 yuan, and fourth-degree disability 335 yuan.

  Adjust the pension for dependent relatives.The adjustment of the pension for dependent relatives of workers and deceased persons will increase 200 yuan per person per month.

  Adjust the disability allowance for level 5 and level 6 work-related injuries. The employing unit shall increase the disability allowance for the five or six injured workers who have not arranged for work, and the increase per person per month shall not be lower than that in 220 yuan.

  The adjustment of disability allowance for work-related injuries and pension for dependent relatives of work-related deaths will be implemented as of January 1, 2021.

  Because the base of life nursing fee has not been announced yet, it will be released separately after it is announced.

  PART4. minimum wage

  The minimum wage is raised to 2320 yuan per month.

  According to the "Beijing Minimum Wage Regulations", in order to ensure the basic livelihood of workers, the city has adjusted the monthly minimum wage since August 1, 2021.

  Among them, the monthly minimum wage was adjusted from 2,200 yuan to 2,320 yuan, increasing the 120 yuan. The hourly minimum wage for part-time employees is 25.3 yuan/hour, and the hourly minimum wage for part-time employees on statutory holidays is 59 yuan/hour.

  PART5. unemployment insurance benefits

  Unemployment insurance is raised by 218 yuan per file.

  In order to improve the income level of the unemployed and ensure their basic livelihood, according to the economic and social development of this city, since August 1, 2021, the unemployment insurance standard has been raised by 218 yuan per file on the current basis.

  Among them, if the accumulated payment time is over 1 year and less than 5 years, the monthly payment standard of unemployment insurance is 2034 yuan; If the accumulated payment time is over 5 years and less than 10 years, the monthly payment standard of unemployment insurance is 2061 yuan; If the accumulated payment time is over 10 years and less than 15 years, the monthly payment standard of unemployment insurance is 2088 yuan; If the accumulated payment time is over 15 years and less than 20 years, the monthly payment standard of unemployment insurance is 2115 yuan; If the accumulated payment time is over 20 years, the monthly payment standard of unemployment insurance is 2143 yuan. From the 13th month, the monthly payment standard of unemployment insurance will be 2034 yuan.

  In the future, the average standard of unemployment insurance in this city will be adjusted synchronously according to 90% of the minimum wage.

The Ministry of Ecology and Environment issued the departmental regulations "Provisions on the Procedures for Examination and Approval of Environmental Impact Reports (Tables) of Construction Projects

  Recently, the Ministry of Ecology and Environment issued the departmental regulation "Provisions on the Examination and Approval Procedures for the Environmental Impact Report (Table) of Construction Projects of the Ministry of Ecology and Environment" (Order No.14 of the Ministry of Ecology and Environment, hereinafter referred to as "Provisions on the Examination and Approval Procedures"), in order to implement the requirements of amending relevant laws and regulations, improving the modernization of environmental governance capacity, implementing the "streamline administration, delegate power, strengthen regulation and improve services" reform and optimizing the business environment work deployment of the CPC Central Committee and the State Council, and optimizing and revising the original examination and approval procedures.
  In the process of revising the Regulations on Examination and Approval Procedures, the Ministry of Ecology and Environment held several seminars to solicit opinions from relevant units and industry associations in accordance with the requirements of departmental rules and regulations, and publicly solicited opinions from the society, and widely and fully absorbed and adopted the opinions of all parties.
  The following contents are mainly revised.
  The first is to modify the frame structure. The original six chapters are merged into five chapters, including general provisions, application and acceptance, technical evaluation and review, approval and announcement, and supplementary provisions, with a total of 21 articles. The specific requirements of technical evaluation are further clarified.
  The second is to further clarify the scope of implementation. Limited to the construction projects approved by the Ministry of Ecology and Environment, including general construction projects, marine engineering projects and nuclear and radiation projects.
  Third, in the general rules and application, delete the contents that are not suitable for the new Environmental Impact Assessment Law of the People’s Republic of China, Regulations on Environmental Protection Management of Construction Projects and streamline administration, delegate power, strengthen regulation and improve services reform requirements, including deleting the environmental impact registration form that does not need to be approved, the main contents of reports (tables) that are duplicate with laws and regulations, the preconditions for EIA approval, and the EIA qualification management that is cancelled according to law.
  The fourth is to strictly control. In the stage of technical evaluation and review, if it is found that there are quality problems in unauthorized construction and environmental impact report (table) during the review, the relevant statements of punishment will be transferred to the relevant construction units and individuals. In the stage of approval and announcement, the expression of "five disapproval" that does not conform to Article 11 of the Regulations on Environmental Protection Management of Construction Projects is added.
  The fifth is to strengthen services. In the general rules, the requirements of the Ministry of Ecology and Environment and technical evaluation institutions to take the initiative to serve and speed up the review have been added. In the application and acceptance stage, the acceptance requirements of the environmental impact report (form) of the construction project are simplified and clarified, and the "Internet+government service" is implemented, and it is clear that the acceptance of the application for approval of the construction project is mainly based on online acceptance, and it is not approved in person. In the stage of technical evaluation and review, the statement that the construction unit can withdraw the report (form), review and technical evaluation shall not be charged is added.
  Sixth, in the by-laws, for the examination and approval of the notification commitment system, the provisions that can separately formulate management requirements are added, so as to reserve space for subsequent reforms.
  The revised Regulations on Examination and Approval Procedures will help standardize the examination and approval procedures, improve the examination and approval efficiency and service level, and protect the legitimate rights and interests of citizens, legal persons and other organizations. The Provisions on Examination and Approval Procedures will be implemented on January 1, 2021.

  The latest Global Report on Countdown to The Lancet in 2020 (hereinafter referred to as the Global Report) and the first China Report on Countdown to The Lancet (hereinafter referred to as the China Report) focus on the impact of climate change on the health of people in the world and China respectively. According to the report, since 1990, the death toll related to high temperature and heat wave in China has increased fourfold. Experts said, "The report reveals that achieving carbon neutrality will bring huge health and economic dividends, and China needs to constantly improve its health care system to enhance its resilience and cope with the impact of climate change."  
  Global Report: No country is immune from the health hazards of climate change.
  The global report was jointly completed by more than 120 experts from more than 30 top academic institutions around the world. By continuously monitoring the health impacts caused by climate change, the global report should make an independent assessment of the actions on climate change and provide policy recommendations to governments. This year is the fifth global report released by The Lancet countdown.
  The global report includes 43 indicators. Compared with last year, the new indicators include: heat-related premature death, climate migration and displacement, accessibility of urban green space, extreme high temperature, and economic cost of heat-related labor productivity loss.
  New evidence shows that in the past 20 years, the number of elderly deaths related to high temperature has increased by 54%; In 2019, the number of days that people over 65 were exposed to the risk of heat wave increased by 2.9 billion days, almost twice the previous record.
  In terms of coal consumption, it continued to rebound after a brief decline in previous years. In 2018, it increased by 1.2% compared with 2017 and 74% higher than that in 1990. In terms of outdoor air pollution, the total number of premature deaths related to outdoor air pollution in the world is still rising. 
  China report: Climate change has aggravated health inequality.
  On the occasion of the fifth anniversary of the landmark Paris Agreement, the first China report compares the significance of climate action to the health of people in China through 23 indicators. The report was written by more than 70 experts from 19 domestic and international institutions, including Tsinghua University and University College London.
  Shockingly, since 1990, the death toll related to high temperature and heat wave in China has increased fourfold. Like the COVID-19 epidemic, climate change has aggravated health inequality. Compared with the early 2000s, every elderly person in China will have to endure 13 days of high temperature and heat wave in 2019, and the death risk of the elderly in high temperature days is 10.4% higher than that in non-high temperature days.
  The report shows that all provinces and cities in China are affected by various health problems caused by climate change to varying degrees. Cai Wenjia, one of the chief authors of the China Report and an associate professor of the Department of Earth System Science in Tsinghua University, said: "Judging from the special weather and climate events this year, the Northeast has been hit by a typhoon’ triple whammy’ within half a month, which has never happened before." At the same time, the health threats faced by different regions are different, and targeted measures need to be taken.
  In fact, China’s policy changes in recent years have proved that actively responding to climate change can significantly improve the health level of people in China. Affected by the surge in renewable energy investment, the share of coal in the total primary energy supply has decreased year by year, which has reduced the concentration of fine particulate matter pollution (PM2.5) by 28%, directly leading to a decrease of 90,000 deaths caused by air pollution every year.
  At present, 51 countries in the world have formulated national adaptation planning documents combining climate change with population health, and 48 countries have completed scientific assessment of the impact of climate change on population health. At present, only three provinces and cities in China have formulated the above-mentioned planning documents, and six provinces and cities are carrying out related evaluation work.
  "On the one hand, our report shows that China is facing huge health challenges, and it also reveals that achieving carbon neutrality will bring huge health and economic dividends." Professor Gong Peng, director of the Department of Earth System Science in Tsinghua University and co-director of Countdown Asia Center in The Lancet, added, "To do this, China needs to constantly improve its health care system to enhance its resilience and cope with the impact of climate change."
