Reading China’s semi-annual economic report: the high-quality development of the supply side is solid

  The utilization rate of industrial capacity increased by 0.5 percentage points, the asset-liability ratio decreased by 0.3 percentage points, the daily average number of newly registered enterprises was 19,400, and the contribution rate of tertiary industry growth to GDP growth exceeded 60% — — In the semi-annual economic report of China in 2019, the supply-side structural reform became a bright spot.

  Since the beginning of this year, faced with the complicated and severe economic situation at home and abroad, China has concentrated on running its own affairs well, deepened the supply-side structural reform around the eight-character policy of "consolidating, strengthening, upgrading and smoothing", made new progress in many aspects, and laid a solid foundation for promoting high-quality economic development.

  76.4% and 1 percentage point:

  Consolidate the achievements of "three to one, one reduction and one supplement"

  Wang Rui, deputy director of the Ministry of Coal Industry of china huadian, told this reporter that in the past three years, around the "de-capacity", china huadian has completed the disposal and governance tasks of 29 zombie poor enterprises and reduced 43 coal and coal transportation and marketing enterprises. "Since the beginning of this year, we have made efforts to consolidate the results of de-capacity and accelerate the withdrawal of backward production capacity. In the second half of the year, we will also do a good job in the withdrawal of ten coal mines such as Guizhou Huarong Yangliutian. It is estimated that the excess coal production capacity will be resolved by 3.75 million tons this year."

  A series of reform measures have brought about positive changes. In the first half of the year, china huadian completed the actual power generation of 269 billion kWh, a year-on-year increase of 3.2%; The installed capacity of power generation was 150 million kilowatts, and the installed capacity of clean energy accounted for 40.5%, an increase of 1.2 percentage points; Sales revenue increased by 3.9%; The asset-liability ratio decreased by 1.42 percentage points compared with the beginning of the year.

  In the first half of this year, similar stories continued to be staged, and the results of "three to one, one reduction and one supplement" were further consolidated.

  Capacity utilization rate has increased. In the second quarter, the national industrial capacity utilization rate was 76.4%, 0.5 percentage points higher than that in the first quarter and 1 percentage point higher than the average since 2013; Among them, the capacity utilization rate of nonmetallic mineral products industry, nonferrous metal smelting and rolling processing industry increased by 3.4 and 1.7 percentage points respectively compared with the first quarter.

In the first half of the year, investment in short-board areas such as ecological protection, environmental governance and education increased by 48.0% and 18.9% respectively, which was 42.2 and 13.1 percentage points faster than the total investment.

  "From the perspective of effectiveness, in the first half of the year, the supply-side structural reform was further promoted, and relevant departments, regions and enterprises took the initiative to implement it. More industries with overcapacity were accelerated to clear out, and efforts were also intensified to reduce costs and make up for shortcomings. Positive progress was made." Zhang Liqun, a researcher at the Macroeconomic Research Department of the State Council Development Research Center, said in an interview with this reporter.

  19,400 households and 20.6%:

  More high-quality enterprises accelerate development.

  "Don’t break, don’t stand". In Zhang Liqun’s view, while eliminating ineffective supply, expanding effective supply is the key point, and more attention should be paid to deepening the reform of market-oriented allocation of factors and improving the quality of the supply system.

  Since the beginning of this year, the relevant departments in Guangxi have reconstructed the processes and links set up by enterprises, transforming the traditional process of applicants submitting materials to the relevant departments in turn into the mode of "one window for acceptance, one set of materials and parallel processing". In the first half of the year, there were 281,200 new market players in Guangxi, including 56,000 new enterprises, a year-on-year increase of 7.8%.

Tong Feng, general manager of the company’s R&D department, told this reporter: "These funds mainly come from the money saved by tax reduction and fee reduction for enterprises. For small and medium-sized companies like ours that are developing rapidly, tax reduction and fee reduction have played a very good role in helping, and the effect is obvious. "

  Reduce and promote increase. In the first half of the year, the country added a total of 1,170.9 billion yuan in tax reduction and fee reduction; The number of enterprises enjoying preferential policies for high-tech enterprises reached 52,700, and the enterprise income tax was reduced or exempted by 190 billion yuan. The profits of key tax source enterprises increased by 1.5% year-on-year, and the growth rate was 5.5 percentage points higher than that in the first quarter; R&D investment of key tax source enterprises increased by 20.6% year-on-year, 4.5 percentage points higher than the same period of last year.

  Tong Feng pointed out that in recent years, under the guidance of innovation and the support of national policies, the company is making every effort to carry out innovation at different levels, starting the research and development and cooperation of innovative drugs, increasing the investment in the research and development of characteristic generic drugs, putting in more advanced equipment and innovating marketing models, so as to enhance the core competitiveness of enterprises, form new competitive advantages and realize the rapid and sustainable development of enterprises.

  10.71 trillion yuan and 22.5%:

  Financial flowing water flows to the real economy.

  Finance is an important core competitiveness of the country. To deepen the supply-side structural reform, it is necessary to smooth the national economic cycle and improve the financial system’s ability to serve the real economy.

  Jiangsu Branch of Agricultural Bank of China launched the "tax e-loan", which determined the credit line according to the enterprise’s tax payment and credit rating, realized online application, online approval and online lending of tax-related micro-credit business, and solved the financial problem of enterprises lacking traditional collateral to expand their operations.

  Wuxi Tonglian Logistics Co., Ltd. is one of the beneficiaries of "tax e-loan". According to the person in charge of the company, the logistics industry is characterized by more capital occupation and less effective collateral. Since its establishment, the company has been relying on shareholders’ investment and its own funds. "With ‘ Tax e-credit ’ We used the tax data as the basis for the loan and obtained a loan of 1 million yuan. Finally, we can expand the order volume. "

  "At present, the quality and efficiency of the real economy of financial services have been continuously improved. Banking and insurance institutions strive to increase effective supply and fully mobilize funds such as credit, bonds, equity and insurance to ensure that financing supply meets the needs of economic and social development. At the same time, optimize the supply structure, increase the medium and long-term loans and credit loans, and focus on meeting the financing needs of manufacturing and consumption upgrading. " Liang Zhou, vice chairman of Chinese China Banking and Insurance Regulatory Commission, said.

  In the first half of the year, China increased RMB loans by more than 9 trillion yuan, and insurance indemnity and payment expenses by more than 620 billion yuan. At the end of the second quarter, the balance of Pratt & Whitney small and micro loans was 10.71 trillion yuan, a year-on-year increase of 22.5%, and the growth rate was 3.4 percentage points higher than that at the end of the previous quarter. In the first five months, the average interest rate of new loans for inclusive small and micro enterprises issued by the five major banks decreased by 0.65 percentage points compared with last year.

  Serving the real economy, more financial institutions are taking action. Chen Xinying, co-CEO of Ping An Group, told this reporter: "Ping An Pratt & Whitney is working with banks, insurance companies and non-bank institutions with specific capabilities inside and outside Ping An Group to provide loan services for offline small and micro business owners, individual industrial and commercial households and self-employed. This kind of ‘ Aggregation mode ’ It is a good connection between financial resources and small and micro people, which is very effective for solving the problem of offline long-tail customers. " Zhao Rongxuan, chairman of Ping An Pratt & Whitney, a member of Ping An Group, told this reporter that by the end of June, Ping An Pratt & Whitney had served more than 11 million borrowers, mainly small and micro business owners and individual industrial and commercial households, and the coverage rate of third-tier and below cities exceeded 90%.

  Looking back on the first half of the year, the achievements of "three to one, one reduction and one supplement" have been consolidated, the vitality of micro-subjects has been continuously enhanced, the level of industrial chain has been improved, the flowing water of finance has accelerated to the real economy, and the driving force for high-quality economic development in China has become stronger. Healthy living: stay away from highly pathogenic avian influenza

Basic knowledge of avian influenza

  What is avian influenza?

  Avian influenza, referred to as avian influenza for short, is an infectious disease of poultry caused by influenza A virus, which mainly occurs in chickens, ducks, geese and pigeons. Among them, highly pathogenic avian influenza is classified as a class A animal disease by the World Organization for Animal Health because of its rapid spread and great harm, and it is classified as a class of animal disease in China.

  How does bird flu spread?

  The source of infection of avian influenza is mainly chickens and ducks, especially infected.H5N1In chickens with virus, the virus can spread through digestive tract, respiratory tract, skin injury and conjunctiva. Under natural conditions, the avian influenza virus existing in oral cavity and feces has great resistance due to the protection of organic matter, especially in cool, humid and mild conditions, which can survive for a long time, and human beings are directly exposed to it.H5N1Virus-infected poultry and their feces or direct contactH5N1The virus will be infected. In addition, the disease can also be transmitted through droplets and contact with respiratory secretions.

  Are migratory birds the source of avian influenza infection?

  It is not clear whether this conclusion is established or not. At the beginning, the West Nile virus popular in the United States also suspected that the "culprit" was migratory birds. The key point is, migratory birds are regional, will it cause transnational or even transcontinental spread? The whole situation has yet to be investigated in depth, and the medical profession is currently waiting for the exact result. Once confirmed, I believe that the relevant state departments will take emergency measures.

The virus concentration is high in areas with high density of sick chickens such as chicken farms.

  Confirmation of epidemic situation

  Generally, there are four steps: first, after the outbreak of avian influenza, experts conduct on-site diagnosis and epidemiological investigation, which can be initially diagnosed as a suspected case of highly pathogenic avian influenza. The second is to identify the hemagglutinin subtype of the virus by serological method. Third, the virus was isolated and identified by the National Avian Influenza Reference Laboratory, and finally the virus type was determined. Fourth, the Ministry of Agriculture finally confirmed or ruled out the epidemic situation of highly pathogenic avian influenza according to the diagnosis results of the National Avian Influenza Reference Laboratory.

  Why does bird flu spread rapidly?

  There are many raw chicken markets in the border areas of southern Asian countries. When raw chickens are traded across borders, there is no virus quarantine link. It is very likely that bird flu will spread rapidly to other countries through infected raw chickens or chicken droppings on the shoes of raw chicken traders. Some countries lack monitoring of chicken farms and fail to grasp the epidemic situation of avian influenza and take preventive measures as early as possible.

  Avian influenza can be prevented and controlled.

  The prevention and control of avian influenza has a history of more than 100 years, and all countries in the world have accumulated rich experience. From the prevention and control experience of various countries, highly pathogenic avian influenza in poultry can be completely prevented; Once an epidemic occurs, as long as measures such as tight blockade, thorough culling, disinfection and harmless treatment are taken in a timely, decisive and resolute manner, it can also be effectively controlled.

H5N1 virus profile

  How to kill avian influenza virus

  The tolerance of avian influenza virus is relatively poor. Influenza virus is sensitive to organic solvents such as ether, chloroform and acetone. Commonly used disinfectants, such as formalin, oxidant, dilute acid, sodium deoxycholate, hydroxylamine, sodium dodecyl sulfate and ammonium ions, halogen compounds (such as bleaching powder and iodine agent) and heavy metal ions, can quickly destroy its infectivity.

  In addition, influenza virus is also sensitive to heat. When heated at 56 degrees Celsius for 30 minutes, 60 degrees Celsius for 10 minutes, and 65-70 degrees Celsius for several minutes, influenza virus loses its activity. However, the virus has a strong resistance to low temperature, and can remain active for more than one year under the protection of glycerol.

   The virus can also be killed in direct sunlight for 40-48 hours, and its infectivity can be quickly destroyed if it is directly irradiated with ultraviolet rays. Direct ultraviolet rays can destroy its infectivity, hemagglutinin activity and neuraminidase activity in turn.

  Symptoms of avian influenza

  The incubation period of human suffering from avian influenza is generally less than 7 days. In the early stage, the main symptoms are fever, runny nose, stuffy nose, cough, sore throat, headache and general malaise. Some patients may have digestive tract symptoms such as nausea, abdominal pain, diarrhea, watery stool, etc. Some patients may have conjunctivitis, and their body temperature is mostly above 39℃. Some patients’ chest X-rays will also show unilateral or bilateral pneumonia, and a few patients will have pleural effusion.

  Most patients are cured well, the course of disease is short, and they recover quickly without sequelae, but a few patients, especially those who are older and treated too late, will quickly develop into various complications such as progressive pneumonia, acute respiratory distress syndrome, pulmonary hemorrhage, pleural effusion, pancytopenia, renal failure, septic shock and Reye syndrome and die.

  High-risk groups susceptible to avian influenza

  Four groups of people, such as raising, transporting, slaughtering and selling poultry, are high-risk groups of bird flu. In addition, bird flu is particularly easy to attack children, the elderly and people with weak constitution.

  Can poultry meat and eggs still be eaten?

  After the poultry meat and eggs are cooked thoroughly, the possibility of virus transmission is small. However, if it is a sick bird or carries the virus and is not cooked thoroughly, the virus is likely to enter the human body.

  At present, China’s quarantine department has taken emergency preventive measures, and poultry in the regular market can basically be safely eaten. The key is to cook thoroughly. If you eat poultry that have not been quarantined or come from the outbreak area, the risk of infection is not ruled out.

  Can you be infected by wearing down jackets and covering down ducks?

  The person in charge of the Shanghai Veterinary Health Supervision Institute said that wearing down jackets, covering down quilts and related products will definitely not infect bird flu. Because down products are usually treated by disinfection, high temperature and other physical and chemical links, the possibility of virus survival is very small and it is unlikely to cause harm to people’s health.

Avian influenza prevention measures

  People: Stay away from bird flu at four o’clock.

  Suggestion 1: Don’t travel in epidemic areas.

  Tourists should avoid going to areas where bird flu has broken out. Because at present, the source of avian influenza virus has not been found, and we don’t know the real transmission route of the virus and whether it will be transmitted from livestock to humans or from person to person.

  Recommendation 2: Don’t contact live birds.

  If you must go to an area where bird flu is prevalent, you must remember that livestock manure is probably one of the ways of bird flu transmission. Remember to wash your hands thoroughly with hand sanitizer and water after touching livestock. People, especially children, should avoid contact with live birds.

  Recommendation 3: Pay attention to disease prevention.

  Usually, we should strengthen physical exercise and rest more to avoid excessive fatigue; When an epidemic situation is discovered, contact with poultry should be avoided as far as possible, raw food and cooked food should be separated in the kitchen, raw food or semi-cooked food, especially uncooked animal blood products, should be thoroughly cooked for chicken, eggs and other foods; Keep the indoor air circulating. If there is air conditioning equipment, clean the dust screen frequently, and try to avoid going to places where the air is not circulating. Pay attention to personal hygiene and wash your hands in the right way; Cover your mouth and nose when sneezing or coughing; Keep indoor furniture clean and avoid using carpets that are difficult to clean.

  Recommendation 4: Pay attention to high-temperature antivirus.

  In addition, avian influenza virus is sensitive to organic solvents such as ether, chloroform and acetone, high temperature and ultraviolet rays. Heating at 56℃ for 30 minutes, heating at 60℃ for 10 minutes, heating at 70℃ for several minutes, direct sunlight for 40 to 48 hours and using common disinfectants can kill avian influenza virus.

Government: Eight Measures to Prevent and Control Avian Influenza

  Wen Jiabao, Prime Minister of the State Council, presided over the 37th executive meeting of the State Council on January 29th to study and deploy the prevention and control of highly pathogenic avian influenza. The meeting decided that the prevention and control of highly pathogenic avian influenza should focus on eight measures.

·In areas where the epidemic situation has been discovered, it is necessary to timely and accurately announce the epidemic situation in accordance with the prescribed procedures, resolutely cull, thoroughly disinfect, strictly isolate, and enforce immunization in accordance with the requirements of epidemic prevention work, and resolutely prevent the spread of the epidemic situation.

  ·In areas where no epidemic situation has been found, it is necessary to do a good job in epidemic prevention and improve the emergency plan for the epidemic situation. It is necessary to focus on the epidemic prevention work in key areas, large-scale farms and large-scale breeding professionals, strengthen epidemic monitoring, and take effective measures to prevent the outbreak.

  ·Establish a mechanism to deal with sudden major animal epidemics. We will step up the establishment and improvement of epidemic monitoring and quarantine networks, and strengthen the construction of animal epidemic prevention infrastructure and grassroots epidemic prevention teams.

·Implement epidemic prevention funds and clarify compensation policies. Reasonable compensation should be given for the loss of culling poultry in areas where highly pathogenic avian influenza occurs, and compulsory immunization of poultry should be implemented free of charge, so that the people can have no worries. The funds required for culling and compulsory immunization according to regulations shall be shared by the central and local governments.

  ·Strengthen scientific research. It is necessary to organize scientific and technological research on highly pathogenic avian influenza virus and its prevention and control, rationally arrange the production and storage of highly pathogenic avian influenza vaccine, and actively carry out international exchanges and cooperation in the prevention and control of highly pathogenic avian influenza.

  ·Strengthen the quarantine of import and export poultry and their products to prevent the spread of the epidemic. Severely crack down on smuggling of poultry products. Strengthen the management of poultry market and the detection of epidemic diseases.

  ·Do a good job in the propaganda of popular science knowledge about the prevention and treatment of highly pathogenic avian influenza, so that the broad masses can understand the characteristics and prevention knowledge of the spread of highly pathogenic avian influenza.

  ·Resolutely prevent highly pathogenic avian influenza from infecting people. At present, we should focus on medical monitoring and prevention of epidemic areas and high-risk groups.

@ 丫丫丫丫丫, please accept a warm reminder from the court.

"Double Eleven" It’s coming.

With "full reduction", "big promotion" and "pre-sale"

Various marketing methods are coming.

Ladies and gentlemen, while shopping happily,

Have you also encountered problems?

Please accept the gift from the court

A warm reminder of "Dian"

I wish you a pleasant journey.

Where to sue for rights protection when encountering online shopping disputes?

Law express:

Article 23 of the Civil Procedure Law of People’s Republic of China (PRC): A lawsuit arising from a contract dispute shall be under the jurisdiction of the people’s court of the defendant’s domicile or the place where the contract is performed.

"the Supreme People’s Court on the application of

<中华人民共和国民事诉讼法>Article 20: In the case of a sales contract concluded through an information network, if the subject matter is delivered through the information network, the domicile of the buyer shall be the place of performance of the contract; Where the subject matter is delivered by other means, the place of receipt is the place where the contract is performed. Where there is an agreement on the place of performance in the contract, such agreement shall prevail.

Therefore, when an online shopping dispute occurs, unless there is an agreement between the buyer and the seller, the consumer can choose the court where the seller lives, or the court where the buyer lives or receives the goods.

"Double Eleven", the merchant of my online shopping shop asked for a "down payment". If I go back on my word after paying the down payment and don’t pay the final payment, can the down payment be refunded?

Deposit is a form of guarantee voluntarily agreed by the parties to the contract to ensure the performance of the contract. It is established when the deposit is actually paid. If the consumer who pays the deposit does not pay the final payment, he has no right to request the return of the deposit. On the other hand, if a merchant who has received the consumer deposit fails to perform the debt or the performance of the debt does not conform to the agreement between the two parties, it shall double the deposit.

In daily transactions, the terms deposit and deposit are widely used, but their nature is completely different. Deposit has the nature of guaranteeing the performance of the contract, but deposit is not a legal concept, but a idiom. Its purpose is to alleviate the cash flow shortage of the party receiving the deposit and thus enhance its performance ability.

Law express:

Article 586 of the Civil Code of People’s Republic of China (PRC) stipulates that the parties may agree that one party shall pay a deposit to the other party as a guarantee for the creditor’s rights. The deposit contract is established when the deposit is actually paid.

The amount of the deposit shall be agreed by the parties; However, it shall not exceed 20% of the subject matter of the main contract, and the excess shall not have the effect of deposit. If the actual amount of deposit paid is more than or less than the agreed amount, it shall be deemed as a change of the agreed amount of deposit.

Article 587th of the Civil Code of People’s Republic of China (PRC) stipulates that if the debtor performs the debt, the deposit shall be used as the price or recovered. If the party paying the deposit fails to perform the debt or the performance of the debt does not conform to the agreement, so that the purpose of the contract cannot be achieved, it has no right to request the return of the deposit; If the party receiving the deposit fails to perform the debt or the performance of the debt does not conform to the agreement, so that the purpose of the contract cannot be achieved, the deposit shall be returned twice.

After shopping, I accidentally found that the merchants displayed discounted goods during the Double Eleven period, but in fact the price was higher than the original price. How can I protect my rights?

Merchants’ fictitious original price and quiet price increase are suspected of price fraud, and if the seller constitutes fraud, the buyer can ask for "one refund and three compensation". You can complain to the e-commerce platform where the merchant is located, or call the "12358" price reporting hotline and the "12315" consumer rights protection hotline to report. If similar goods have been purchased, consumers can defend their rights through arbitration and litigation.

Law express:

Article 14 of the Price Law of People’s Republic of China (PRC) stipulates that an operator shall not commit any of the following unfair price behaviors:

(1) colluding with each other to manipulate market prices and harming the legitimate rights and interests of other business operators or consumers;

(2) Dumping at a price lower than the cost in order to crowd out competitors or monopolize the market, disrupting the normal production and operation order, and harming the national interests or the legitimate rights and interests of other operators, in addition to handling fresh commodities, seasonal commodities and overstocked commodities at a reduced price according to law;

(3) fabricating and spreading information about price increases, driving up prices and pushing up commodity prices too high;

(four) using false or misleading price means to trick consumers or other operators into trading with them;

(five) to provide the same goods or services, and to discriminate against other operators with the same trading conditions;

(6) Buying or selling goods or providing services by means of raising or lowering the grade, and raising or lowering the price in disguise;

(seven) profiteering in violation of laws and regulations;

(8) Other unfair price behaviors prohibited by laws and administrative regulations.

The first paragraph of Article 55 of the Law on the Protection of Consumer Rights and Interests in People’s Republic of China (PRC) stipulates that if an operator commits fraud in providing goods or services, it shall increase the compensation for the losses it has suffered according to the requirements of consumers, and the amount of compensation shall be three times the price of the goods purchased by consumers or the cost of receiving services; If the amount of additional compensation is less than 500 yuan, it is 500 yuan. Where there are other provisions in the law, such provisions shall prevail.

The baby I bought was damaged or lost in the mail. How should I settle the claim? Who should bear the responsibility?

The seller sends the goods to the delivery place agreed by both parties through the courier company, and the goods are not delivered before the buyer signs for them. At this time, the seller still bears the risk of losing the courier. If the purchased goods are damaged in the mail, the consumer should take photos and leave a certificate at the first time when receiving the courier, and claim compensation from the seller in time. If the seller has carried out the corresponding packaging protection for the goods, he can negotiate with the courier company to settle the claim. If the negotiation fails, he can bring the corresponding evidence to court.

Law express:

Article 512 of the Civil Code of People’s Republic of China (PRC) stipulates that if the object of an electronic contract concluded through information networks such as the Internet is to deliver goods and the goods are delivered by express logistics, the time of receipt by the consignee is the delivery time. If the object of an electronic contract is to provide services, the time specified in the generated electronic certificate or physical voucher shall be the time for providing services; If the time is not specified in the above-mentioned vouchers or the time specified is inconsistent with the actual time of providing services, the actual time of providing services shall prevail.

The subject matter of an electronic contract is delivered by online transmission, and the time when the subject matter of the contract enters the specific system designated by the other party and can be retrieved and identified is the delivery time.

If the parties to an electronic contract have otherwise agreed on the way and time of delivering goods or providing services, such agreement shall prevail.

Article 604 of the Civil Code of People’s Republic of China (PRC) stipulates that the risk of damage or loss of the subject matter shall be borne by the seller before delivery and by the buyer after delivery, unless otherwise stipulated by law or agreed by the parties.

Is "seven days no reason to return" applicable to all kinds of goods?

There is no reason to return goods for seven days, which protects the rights and interests of consumers to the greatest extent and is also conducive to the development of e-commerce. However, it needs to be clear that "no reason" does not mean "unconditional". Not all goods are subject to the seven-day unreasonable return rule. The seven-day unreasonable return rule does not apply to goods classified as fresh and perishable. For the purpose of seeking benefits, it is not applicable to return goods for seven days without reason if online shopping is needed beyond the reasonable daily consumption. At the same time, "should be in good condition" is the prerequisite for returning goods for seven days without reason.

Law express:

Article 25 of the Law of People’s Republic of China (PRC) on the Protection of Consumers’ Rights and Interests and Article 7 of the Interim Measures for the Seven-day Return of Goods Purchased through the Internet stipulate that consumers who purchase goods online have the right to return goods within seven days from the date of receipt of the goods without giving reasons, but they need to meet the following conditions:

1. Within seven days from the date of receiving the goods;

Second, the goods do not belong to the following types: (1) ordered by consumers; (2) fresh and perishable; (3) Digital goods such as audio-visual products and computer software downloaded online or unpacked by consumers; (4) newspapers and periodicals delivered; (5) Other commodities that are not suitable for return according to the nature of the commodities and confirmed by consumers at the time of purchase.

Have you learned the above little knowledge

When people bought it in buy buy,

Be sure to be rational.

Especially when shopping online.

Pay attention to the collection and preservation of relevant shopping evidence!

Xin Yang, Professor and Doctoral Supervisor, School of Electrical and Information Engineering, Hunan University.

Red Net News Reporter Liu Zhixiong Zhu Liping Intern Hu Xinghai Changsha Report

If the integrated circuit field represented by CPU is the "brain" of modern equipment, then the power semiconductor chip is the "heart" that provides power. After returning from Cambridge University, Xin Yang, a professor at the School of Electrical and Information Engineering of Hunan University, devoted himself to the research of power semiconductors. He wanted to build "China Core".

"Our country was 30 years behind in this respect and was stuck in the neck for too long." Xin Yang said with emotion.

Xin Yang’s concern about power semiconductors stems from a teacher’s words during his undergraduate period. "Power semiconductors are the core of electric energy conversion, and a generation of power semiconductor chips determines the performance of a generation of equipment." It also originated from Xin Yang’s "China Heart". Since childhood, parents have taught Xin Yang to be an indispensable talent for the country.

Previously, the research results of the subject with Xin Yang as the first author were published in a top international academic journal of physics. This achievement provides a new idea for solving the serious oscillation problem of new power semiconductor.

"This achievement can give full play to the advantages of fast switching speed and low loss of the third generation semiconductor devices, which is of great significance for the development of high power and extremely high power density converter equipment." Xin Yang introduced.

Power semiconductors are widely used, ranging from high-speed trains to mobile phone chargers.

"Almost everything involving electric energy conversion requires the participation of power semiconductors." Xin Yang said, "But our country once lagged far behind Europe in power semiconductor devices including IGBT (Insulated Gate Bipolar Transistor)."

IGBT has long been monopolized by developed countries. In 2009, in order to learn advanced semiconductor knowledge, Xin Yang studied for master’s degree and doctor’s degree in Imperial College London and Cambridge University.

During his stay at Cambridge University, Xin Yang firmly decided to return to China in contact with CRRC Zhuzhou Institute and related companies. "Many of our own technologies are not advanced, so we have to look at others’ faces. That feels terrible. " Xin Yang said, "At that time, I felt that the country urgently needed this technology, and it was time for me to realize my self-worth and serve the motherland."

In 2015, Xin Yang returned to his native Hunan from Britain. In 2018, he was hired as a professor and doctoral supervisor at the School of Electrical and Information Engineering of Hunan University. Hunan University’s relatively complete incentive system for young teachers and the free and open academic environment at the foot of Yuelu Mountain have given Xin Yang great impetus.

In recent years, Xin Yang has presided over or participated in several national scientific research projects, published more than 40 high-level papers and applied for more than 20 invention patents.

"I went out with an initial intention to study for my country. After I came back, I felt that the country, especially Hunan, attached importance to talents. Only by redoubling efforts and making achievements can we live up to the expectations of the party and the people." During the conversation, Xin Yang said many times that he wanted to contribute to the country’s breakthrough in key technologies.

In Xin Yang’s view, his academic achievements can not be separated from the support of relevant national policies. He was selected into the relevant national talent plan, and his learning experience in the team of Luo An, an academician of China Academy of Engineering, also benefited from the Hunan Young Talents Support Program.

Nowadays, the importance of chips to modern industry is becoming more and more prominent, and talents are the key to technological leadership. Xin Yang pays special attention to the matter of taking students, and his latest research results include many master students. "Academician Luo An has given me a lot of help. As a teacher, I should also teach my students what I have learned without reservation. The happiest thing is that my students are better than me academically."

In the next six months to a year, Xin Yang will focus on building a new reliability evaluation method for power semiconductors. "At present, the evaluation of power semiconductors is still relatively extensive. We hope to reach the degree of calculation reliability and know the service life of IGBT components more accurately, and then deduce more advanced and reliable power semiconductor packaging technology."

In addition to constantly pursuing the optimization of chip performance indicators, looking to the future, Xin Yang wants to make some subversive achievements in originality theory. "Time is still tight." Xin Yang ridiculed his increasingly backward hairline. After devoting himself to scientific research, Xin Yang almost had no entertainment activities. "But doing research with students is very happy, and I don’t feel tired when I work overtime."

"I hope that when the country stands at the forefront of the world in the field of power semiconductors one day, I can be proud to have contributed a little to it." Xin Yang said.
