In order to thoroughly implement the national strategy of becoming a space power and digital China, seize the important opportunity of commercial space development, accelerate the construction of future-oriented commercial space development pattern in this city, and strive to achieve high-quality development of space information industry, this action plan is formulated.

I. Main objectives

By 2025, guided by the leap-forward development of commercial aerospace, we will strengthen the integrated development of satellite communication, navigation and remote sensing around satellite manufacturing, launch, ground system equipment, space information application and service, and promote the integration of space and space information networks. Explore the new mode of integrating satellite and arrow, build a new pattern driven by technology, build a new highland for digital intelligence manufacturing, open up new scenarios for application demonstration, lead the integrated development of spatial information in the Yangtze River Delta region, and provide strong support for the construction of a space power.

Second, the key tasks

(A) to strengthen the basic capacity building.

1. Improve the integration capability of rocket development and launch. Develop commercial launch vehicles with high cost performance, maturity, stability and brand effect, and promote the construction of commercial rocket manufacturing and final assembly test bases. Promote the development of a new generation of medium and large launch vehicles with a diameter of 3.8 meters and the first flight. Promote the integration of research and development, manufacturing, assembly and testing, and improve the level of high-density launch support for satellite constellations. Deepen the demonstration of offshore launch platforms and promote the demonstration construction of commercial launch sites.

2. Improve the capacity of commercial satellites for mass intelligence. We will build a leading domestic intelligent, standardized and mass-produced satellite base, and build a low-cost pulsating satellite mass production line to provide support for the next phase of satellite system construction such as Internet and remote sensing detection. Combined with technologies such as Internet of Things, big data and digital twinning, we can realize intelligent manufacturing capabilities such as multi-satellite parallel testing and automatic state monitoring of the whole satellite.

3. Improve the autonomy of ground stations and terminal systems. Accelerate the formation of satellite ground receiving stations, gateway stations, task management and control systems, integrated data processing systems and other supporting infrastructure construction capabilities. Strengthen the supply chain construction of terminal systems such as chips, modules, antennas, terminals and intelligent sensors. Promote the research and development of intelligent terminals such as satellite communication, satellite broadband, and direct connection of mobile phones, and form a development model of "scene interoperability and terminal interconnection".

4. Improve the design, construction and operation capabilities of commercial constellations. Actively strive for the key tasks of satellite Internet and integrated space-time (PNT) system construction, and vigorously support the constellation networking construction of Qian Fan Satellite Constellation, Smart Skynet and Very High Frequency Data Exchange System (VDES). Carry out the construction of satellite measurement, transportation and control platform, and provide measurement, transportation and control management services for various satellite systems with multi-band and different orbits in the launch section and on-orbit operation.

(2) Collaborative efforts to tackle key problems in core technologies.

5. Key technology research of space transportation system. Break through technical bottlenecks such as liquid oxygen and methane power, simple maintenance and reuse, and soft landing flight control. We will carry out technical research such as remote intelligent measurement and launch, space derailment and terminal application, and on-orbit fault handling to promote technological innovation of space transportation systems. Focusing on the low-cost cargo transportation system of space station, manned lunar rover, economical transportation system of the earth and the moon, we will carry out technical research and system development.

6. Key technologies for satellite platforms and loads. The key technologies such as communication sensing fusion waveform design, multi-domain fusion sensing and transmission between heaven and earth, joint allocation and scheduling of communication computing resources, and sensing access of heterogeneous terminal nodes are studied. Breakthrough the technologies of high satellite integration, space-based autonomous intelligence, lightweight new materials and lightweight satellite platforms, and develop new phased array antennas, large-capacity routers, inter-satellite lasers and other key payloads.

7. Key technology research of terminal product industrialization. Carry out research and development of key technologies such as RF baseband chips, antennas, special algorithms and operating system customization, and form cost-effective terminal manufacturing capabilities. Aiming at the new scene of ground and satellite unified communication, the key technologies such as intelligent scene identification, high reliability and seamless handover based on service insensitivity are studied, and the terminal chips and modules with low cost and low power consumption are developed to meet the performance requirements of 6G space-sky integrated system.

8. Key technologies of constellation network architecture and dynamic access. Break through the technical problems such as flexible networking in large-scale constellation world, rapid convergence of routing, and traffic arrangement. Research on the key technologies of 6G satellite-ground fusion satellite system will be carried out, and breakthroughs will be made in constellation configuration optimization design of satellite-ground hybrid networking, overall architecture design of communication network system, integrated base station based on satellite relay and its mobile networking technology.

(3) Promote scale and innovative demonstration applications.

9. Implement digital transformation demonstration applications. Promote spatial information to fully empower the digital transformation of economy, life and governance, and support the future-oriented urban digital base construction. Based on positioning navigation and remote sensing observation, the three-dimensional coverage of the ground, underground, air and water areas is realized, and the real-time mirror image and accurate mapping of digital cities and physical cities are guaranteed. Based on the urban space-time map, all kinds of intelligent terminals are connected to support the accurate interaction between physical cities and digital cities. On the basis of satellite internet and ground mobile network, accelerate the construction of digital city information network integrating heaven and earth.

10. Promote the scale application of key industries. Provide ubiquitous and accurate spatio-temporal information services, and promote Beidou scale application in key industries such as communication, finance, energy, radio and television, transportation, natural resources, ecological environment, urban construction management, water conservancy, agriculture and meteorology. Taking aviation internet, maritime shipping, intelligent meteorology and polar scientific research as pilots, we will promote the demonstration application of satellite internet and carry out application promotion in industries with satellite communication needs such as emergency relief, energy and transportation. Promote the application of satellite remote sensing technology in the fields of natural resources, agriculture and rural areas, meteorology and marine monitoring, water conservancy and water affairs, project management, finance and insurance, and explore the deep integration of artificial intelligence model and remote sensing data application.

11. Develop mass consumption application scenarios. Accelerate the formation of satellite data service products and solutions with consumer demand as the traction. Improve application efficiency and user experience in the fields of mobile communication, wearable devices, vehicle-road collaboration, consumer-grade drones, urban shared travel, and health care for the elderly. In the fields of health service, aged care service, care and protection for minors, care for the disabled, emerging consumption, convenience service and medical education, the innovative application of spatial information service will be realized.

12. Promote the direct connection of mobile phones to satellite networks. We will continue to promote technical experiments such as mobile phone direct connection, speed up the deployment of satellite Internet landing operation services, and break through the bottleneck of mobile phone direct connection satellites in frequency resources, link budget, data rate and service experience. Promote the integrated development of "Shangxing" mobile phone and directly connected intelligent terminal, accelerate the transformation of technological achievements, explore commercial service mode, lower the threshold of accessing satellite Internet, and gradually increase the scale of users.

13. Optimize the spatial layout of "one body and two wings". Focusing on Minhang Shanghai Aerospace City, we will build a "core subject" of commercial aerospace with remarkable lighthouse radiation effect; Build an "East Wing" satellite research and production cluster around the satellite Internet Research Institute and the Lingang Microsatellite Development Base located in Pudong; Around Qingpu Yangtze River Delta Digital Trunk Line, Beidou Spatial Information Application Demonstration Zone, Songjiang G60 Science and Technology Corridor and Satellite Industry Base, we will build a "West Wing" industrial brand park. Combining the advantages of Jiading Space Science, Baoshan Satellite Big Data, Yangpu Beidou High Precision, Hongkou 5G+ Satellite Internet and other districts, we will create a characteristic industrial collaborative innovation park adapted to local conditions.

14. Promote the construction of industry standard system. Explore the opening of the signal system of constellation system, carry out research on network architecture, network interface, information security, equipment and device application and testing certification standards, and accelerate the improvement of the universality and supply capacity of standardized products. Strengthen the integration of resources such as satellite-based and ground-based augmentation systems, and support the construction of public service platforms such as application research and development, testing, certification and licensing. Formulate relevant quality certification standards and norms, and carry out key product quality research, evaluation and quality improvement activities.

15. Create a commercial aerospace innovation model. Give full play to the role of central enterprises as the main force and create a "chain owner" enterprise and a "head geese effect". Promote the development of the private economy, consolidate and enhance the R&D and manufacturing capabilities of superior private enterprises, and support the cultivation of "specialized and innovative" small and medium-sized enterprises. Promote the linkage between technological innovation and institutional innovation, and set up a new platform for commercial aerospace and commercial rockets. Relying on spatial information industry associations, innovation and entrepreneurship centers, incubation platforms, etc., we will cultivate business entities and build cooperation channels.

16. Promote collaborative sharing of satellite data. Give full play to the functions of the existing satellite data resource platform, promote the construction of storage and computing resources, and explore the establishment of a normalized data sharing mechanism. Improve the public service capabilities of satellite data storage, processing, distribution and application, promote the establishment of satellite big data centers, and explore the establishment of an integrated platform for satellite data trading, data sharing, data analysis and application.

Third, safeguard measures

(A) to strengthen overall coordination

Relying on the existing work promotion mechanism, we will strengthen the top-level design, coordinate resources from all sides, and coordinate coordinated development. Focusing on the integrated development strategy of the Yangtze River Delta, we will build an industrial ecosystem in the Yangtze River Delta in terms of industrial chain supply chain and satellite data application.

(D) Strengthen the construction of talents

Strengthen the construction of leading talents, high-level innovative and entrepreneurial talents and high-skilled talents in the aerospace field, attract high-end talents and entrepreneurial teams at home and abroad to develop in Shanghai, and give priority support in the recognition and reward of relevant talents. Encourage institutions of higher learning and research institutes to speed up the construction of disciplines and specialties in the aerospace field. (5) Strengthening international cooperation.

Recently, Beijing has specially established an intellectual property insurance system for small and medium-sized enterprises to improve the ability and level of intellectual property protection. In addition, Beijing has also increased its efforts to "send charcoal in the snow" for small and micro science and technology enterprises, and set up a financing guarantee fund of 10 billion yuan to improve the financial services for science and technology-based and innovative enterprises through angel investment, investment-loan linkage and intellectual property pledge loans.

  Recently, Beijing has formulated and implemented a plan to accelerate the construction of application scenarios, and released the first batch of ten major application scenario construction projects with a total investment of more than 3 billion yuan, relying on urban governance, government services, and key projects of major events such as the Winter Olympics, the World Expo and Daxing International Airport. At the same time, a number of new application scenarios are collected for Zhongguancun innovation subjects every year. Beijing also pays special attention to strengthening innovation education, raising citizens’ awareness of innovation, making respecting knowledge and innovation become the consensus of the whole society, and creating an innovation culture that encourages innovation and tolerates failure.

  In a word, by constantly improving the innovation system, optimizing the innovation ecology and advocating the innovation culture, Beijing has the confidence, conditions and ability to build itself into a scientific and technological innovation center with global influence.
