In order to deepen the effectiveness of governance, with the consent of the State Council, the Ministry of Finance, the Ministry of Agriculture and Rural Affairs, the Ministry of Civil Affairs, the Ministry of Human Resources and Social Security, the National Audit Office, the the State Council Poverty Alleviation Office, and China Banking and Insurance Regulatory Commission jointly issued the Guiding Opinions on Further Strengthening the "One Card" Management of Financial Subsidies for Benefiting Farmers.

The distribution and use of "one card" funds will be innovated in the following five aspects: First, the list of subsidy policies will be announced to the public, so as to promote reform openly and accelerate the progress of clearing and integrating subsidy policies and project funds. At the latest by the end of June 2021, all provinces will centralize and unify the list of public subsidy policies to the society, and make dynamic adjustments in future years and announce them to the public in a timely manner. The second is to standardize the issuing financial institutions and solve the problems of "multiple cards are issued", "one person has multiple cards" and "separation of people and cards" from the source.
