　　About retreat and pragmatism

　　The so-called retreat is to analyze the situation, think about problems, ponder the truth, plan ideas and grasp the future under the guidance of scientific theory. It is a profound understanding of the development law of things and a strategy before making decisions. The so-called pragmatism means using practical measures, doing practical things, seeking practical results, conscientiously implementing every decision and doing everything well.

　　As for how to deal with the relationship between retreat and pragmatism, the Supreme Leader has made many important expositions, proposing that "leading cadres at all levels should not only be pragmatic, but also be good at retreat, and organically combine pragmatism and retreat", stressing that "China has a land area of 9.6 million square kilometers, 56 ethnic groups and a population of more than 1.3 billion, and its economic development level is not high, and its people’s living standards are not high. It is not easy to govern such a country. At the same time, it must be ambitious and far-sighted. Due to the responsibility and mission, as well as the special work requirements, leading cadres must correctly handle the relationship between retreat and pragmatism, not only be a commander who is good at retreat, but also be down-to-earth and pragmatic. Moreover, the higher the position and the more complicated the responsible work, the more it is necessary to combine retreat with pragmatism.

For example, grasping the economy for quick success and instant benefit, regardless of the carrying capacity of resources and environment, eating ancestral meals and breaking the road for future generations.

　　Why is there a mismatch between current work and long-term goals? From the objective reasons, there are institutional mechanisms, employment orientation and other factors. For example, in the past, too much attention was paid to the outstanding achievements of leading cadres during their term of office. In some places, leading cadres were mainly judged by GDP. From the subjective reasons, one is impetuous, and some leading cadres are eager to make achievements and pursue short, flat and quick; Second, there is a lack of foresight. Although subjectively, I don’t want to do things that don’t meet the long-term requirements, but my ability is limited and my vision is short-sighted. I don’t know what the long-term requirements are and where the future development direction is, so I can’t take care of the long-term.

In Hainan, it is extremely important to handle the relationship between economic development and environmental protection.
